Who is responsible for ground bearing capacity: the crane owner or the site contractor?

The site contractor is responsible for providing adequate ground bearing capacity and soil conditions for crane operations.
Ground bearing capacity responsibility clearly falls on the site contractor or property owner, not the crane owner/operator. The contractor must provide suitable ground conditions that can support the crane's outrigger loads and wheel loads as specified in the crane's load chart and setup requirements.
