What is the difference between a 'Competent Person' and a 'Qualified Person' for inspections?

A Competent Person can identify hazards and take corrective action, while a Qualified Person has specialized knowledge to solve technical problems.
Under OSHA regulations, a Competent Person is someone capable of identifying existing and predictable hazards in crane operations and has authorization to take prompt corrective measures to eliminate them. This person must have relevant experience and training to recognize unsafe conditions but doesn't need formal certification or advanced technical expertise.
